12   Initialization of aggressive mode is always associated with C_TS_NA_1

Part: Part 5-7 (2013, Edition 1)

Clause: 8.2

Paragraph: 4,5,6,8,9,11

Issue

The procedure for initializing the aggressive mode explicitly requires the use of the ASDU C_TS_NA_1. However, IEC 60870-5-104, clause 9, prohibits the use of this ASDU (crossed out and blackened). This means that the statement in paragraph 4) "The Test Command ASDU (C_TS_NA_1), which is listed as optional in IEC 60870-5-101 and IEC 60870-5-104..." is not correct.

Proposal

Approach 1: The text should be changed in a way that either C_TS_NA_1 or C_TS_TA_1 has to be used, depending on the respective companion standard.

Approach 2 (IMHO less recommendable): If the use of C_TS_NA_1 is actually required for both companion standards, this incompatibility with the requirements of IEC 60870-5-104 should be explicitly stated, i.e.: The text of paragraph 4 should be adapted.

If the security extension is applied to IEC 60870-5-101 protocol the Test Command ASDU used would be C_TS_NA_1.
If the security extension is applied to IEC 60870-5-104 protocol the Test Command ASDU used would be C_TS_TA_1.
